A Cosmetic Product Safety Report (CPSR) is a comprehensive document that evaluates the safety of a cosmetic product before it is marketed to consumers. THE CPSR is mandatory in the European Union (EU) and United Kingdom (UK) to demonstrate their safety, as required by EU Regulation (EC) No 1223/2009 and UK Schedule 34 of The Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019. The document is part of the regulatory framework to ensure that cosmetics do not pose any risk to human health when used under normal or reasonably foreseeable conditions. Before a cosmetic product can be marketed, the CPSR must be completed by a qualified safety assessor.
