Packaging and Packaging Waste Regulation
Regulation (EU) 2025/40 on Packaging and Packaging Waste entered into force on 11 February 2025 and shall apply from 12 August 2026, unless otherwise provided for. It replaces the previous EU Packaging Directive 94/62/EC.
The core objective of the Regulation is to reduce the generation of packaging waste, foster the uptake of recyclable and reusable materials, and advance the deployment of sustainable materials. It mandates a 5% reduction of packaging waste by 2030, 10% by 2035, and 15% by 2040.
The Regulation applies to all packaging and all packaging waste placed on the EU market, regardless of packaging type or material used, and irrespective of whether the packaging waste is used in or generated from industry, other manufacturing sectors, retail and distribution, offices, services, or households.
PPWR Authorized Representative refers to an individual or organization that operates on behalf of a product packaging manufacturer within the European Union. The PPWR AR is appointed according to Article 17 of the Regulation, to ensure compliance with Regulation (EU) 2025/40 on Packaging and Packaging Waste.
